Flood Risk Mapping and Strategic Risk Planning (KEOP-2.5.0.B.)

Founding the formal requirements of the mapping and planning process (methodical project)

The aim of the new policies regarding flood risk-management is to reduce the risk of flooding and decrease the damage caused by floods in the European Union. The policy demands that the management of flood risk should be dealt with beyond the borders of a country and it motivates to take responsibility in order to achieve clearness of thought and to involve citizens. As all states in the European Union, now Hungary has to define the water collecting basin of rivers and the connecting areas in danger of flooding, and also to make flood risk-maps and management plans for these areas.

To prepare flood risk mapping and strategic risk planning, first, it is necessary to provide a methodological basis. This is also important because in Hungary such plans have not been made according to the policy, and we also need to consider that the planning should be for the long run, dealing with the effects of area-usage and management, and, more importantly, of climate change. The effects of these phenomena have not yet been calculated into risk mapping procedures which need to deal with the flooding rivers, rivulets, and also of drainage water. 

Thus, the overall aim of the project is to create a common, scientifically based methodology regarding the policy of the European Union in terms of flood risk, and also the Water Framework Directive, the “Új Magyarország” Development Scheme and the Environment and Energy Operative Programme, for making flood risk mapping and strategic risk planning.
